Each bin can store up to 5 bars or blocks, while 30 or more small crafts may fit into a single bin. Or maybe your population are too busy. Basically put a chair/throne in a room, set it is as an office via the zones command, and then make sure to assign the office to the manager. And "room" in dwarf fortress does not need to have door or even walls. For "Meager office" one tile with the chair is enough, it does not matter what built around it. irr osh law
